The DNI has announced that Glenn A. Gaffney will join the Office of the DNI as the Deputy Director of National Intelligence for Collection. "Gaffney is currently serving as CIA’s Deputy Director for Science and Technology (DS&T), a position he has held since November 2006..... Gaffney replaces Mary Margaret Graham, the first DDNI/Collection under the Intelligence Reform and Terrorism Prevention Act of 2004, who will retire effective 7 January" 2008.

On 1 March 2007, Assistant Secretary of Defense for Networks and Information Integration (NII)/ Department of Defense Chief Information Officer (CIO) John Grimes and Associate Director of National Intelligence/CIO Dale Meyerrose "signed the Unified Cross Domain Management Office Charter ... to enhance information sharing between the DoD and the Intelligence Community (IC). The charter establishes a Unified Cross Domain Management Office to support DoD and the IC and puts in place agreed upon responsibilities, functions and operations for the new organization."

"Joint Duty assignments further the interests of each IC element and the Community as a whole, promote the effectiveness of the U.S. Government, and provide future IC leaders with a broader perspective on the issues facing the Community. Accordingly,... a civilian employee will not be promoted or assigned to a senior civilian position in the IC unless that employee has been awarded joint duty certification.... Such certification requires successful completion of at least one temporary or permanent assignment of at least 12 months duration that meets the criteria for IC joint duty." Among other implementation details, the ICPG sets out a timetable for phasing in this requirement, establishes procedures for exemptions and waivers, and provides for certain internal assignments to qualify as joint duty assignments.

It also describes a way forward by which the counterintelligence organizations of the US government will engage elements in the public and private sectors to address the threat posed by the intelligence activities of foreign powers and groups and protect our nation’s secrets and the means by which we obtain those secrets."
